Dear delegates,
Here you will find the position papers of all 20 delegations and Observation Post delegates. These are the positions that will be defended next week over four days. We recommend that you carefully read the position papers of your delegations key allies and enemies in order to anticipate difficulties and best prepare your negotiation strategy.

1. The Position paper
The position paper will be your delegation’s most helpful tool during the summit!
The better your prepare the position paper, the better you will be able to defend your country’s interests during negotiations.
As explained in the preparatory package, the paper will be written by you and for you, so there is no such thing as right or wrong and you are free to decide and define its content.
However, now that you know the exact summit topics, we do encourage you to prepare and portray your delegation’s position in the position paper in a brief and concise manner based on these topics.
Please note, that the position paper should be 3-4 pages maximum, so only main ideas should be developed. You will have the opportunity to further express and develop your position in detail during the actual negotiations.
Last but not least, we confirm that each delegation should send one single position paper that ideally includes the position of their delegation regarding more or less all 14 sub-categories. Delegates in observation posts should send a position paper addressing only the five sub-categories listed under the Minister of Foreign Affairs Committee.
You will find below all 14 debate sub-categories for the three Committees.
- Head of State Committee:
Overall topic: The Reform of the Financial Structure of the World Economy
Divided into four specific sub-categories:
1. Risk management
2. Financial sustainability
3. Moralizing capitalism and finance
4. Towards sustainable development
- Ministers of Foreign Affairs Committee :
Overall topic: The Reform of Financial and Economic International Institutions
Divided into five specific sub-categories:
1. Towards a reinforced global governance of the world economy
2. Reform of the IMF and the World Bank
3. Doha Round, North-South balance, and WTO functioning
4. Reform of the UN
5. Access to raw materials and agriculture: sustainable development
- Ministers of Economy and Finance Committee :
Overall topic: Relaunch plan & strategic choices : investment or consumption?
Divided into five specific sub-categories:
1. How is it possible to coordinate solutions for the current crisis and
ways of stimulating the economy?
2. How to improve access to liquidity?
3. Currency & Exchange rates: coordination between monetary policies
4. Subprimes & “toxic assets”
5. How to restore confidence in the economy?
2. Three committees shall be established :
➢ Presidents Committee
➢ Economic Sherpa Committee (Ministers of Finance and Economy)
➢ Political Sherpa Committee (Ministers of Foreign Affairs)
Therefore all work will be conducted in 3 committees each composed of 20 students.
Preliminary work: financial, economical and geopolitical research on the country represented and the current financial crisis.
Preparatory conferences led by specialists on the subjects to be addressed.
All work shall be conducted in English.
The objective will be to highlight during the three days of negotiations realistic and feasible solutions.
The academic aspect, an essential component of the program that the success of the the Model G20 will ultimately be dependant on, will be organized in close collaboration with ESCP-EAP professors who have endorsed the project.
We also plan on the contributions of future partners (public institutions, think-tanks etc.) that will help us by providing working documents that are related to the summit therefore supporting students with their participation in the event.
The summit will be marked by an opening and closing ceremony at which important figures from the political and economic arena will be invited.
Over 60 students from ESC-EAP and other French, European and international universities will be selected by a committee of professors and specialists.
